INTRODUCTION
The 2007
AAEA Executive Board
Meeting was held in Indonesia from June 12 through 15, 2007. Except
Tajikistan, four (4) executive board member election authorities
including Taiwan, India, the Indonesian Electoral Commission, Sri Lanka,
and the AAEA membership applicant election authority, the National Electoral
Commission of Republic of Korea have sent their delegates to participate the
event in Jakarta.
All
delegates had received the warmest hospitality and wonderful arrangements by the
Indonesian
Electoral Commission (KPU).
Certainly, with the KPU's careful planning and attentive
arrangements, the meeting was held successfully.

CALL TO ORDER
Chairman Chang of the AAEA called the meeting
to order at 09:30 am. Prof. Dr. Ramlan Surbakti, the Acting
Chairman of the Indonesian Electoral Commission (KPU) was
firstly invited to deliver the welcoming remark. Chairman Chang
continued to extend his sincere thankfulness to Chairman
Surbakti and to the Indonesian Electoral Commission (KPU) for
the efforts made for the wonderful arrangements. After
introducing participants of the Meeting, Chairman Change then
proceeded to announce the meeting to begin.
SECRETARIAT REPORT
Financial
Report for the period from September 2005 to June 2007
Resolved - that

The financial report of AAEA is approved.
-
AAEA
members are encouraged to remit annual membership due.

AAEA Electoral System
Questionnaire
The website of AAEA has been
putting online since last August. In order to enrich the
content and to enhance the readability of the website, the
Secretariat has been undertaking a questionnaire survey of
electoral system for AAEA members. The questionnaire was sent
to each member in March this year, and the form is also
available online at
http://www1.aaeasec.org. AAEA Members are encouraged to
complete the form and to return it to the Secretariat at the
earliest time possible.

Particular issues to be
considered at the meeting
Decision on where and when
to hold the 2008 AAEA General Assembly.
According to
the AAEA Charter, the AAEA general assembly shall be conducted
at least once every three years. In view of the fact a
successful general assembly of the AAEA was held in March 2005,
the next general assembly shall be conducted in year 2008.
Central
Election Commission of Taiwan, with a
position of the incumbent
AAEA chairmanship, is pleased to offer its willingness to host
the 2008 AAEA general assembly.
Resolved –
that Taiwan
will be the host country of 2008 AAEA General Assembly, and the
meeting date will be decided when Central Election Commission of
Taiwan reached the meeting date.

Discussion on
Membership applications from the National Electoral Commission
(NEC) of Korea
On
20 February this year, Chairperson Koh of the National
Election Commission (NEC) of the Republic of Korea sent the
Secretariat a letter applying AAEA membership. The
Secretariat, as per the AAEA Charter stipulations, will
submit Korea’s application to the executive broad meeting
for review. According to the AAEA Charter, a
recommendation made by the executive board shall be
circulated among AAEA members. The general assembly will
accordingly vote on the approval of the application.

Resolved –
that
(1) The
membership application of the National Electoral Commission
(NEC) of the Republic of Korea was approved unanimously.
(2) The
board resolved to authorize the Secretariat to mail fourteen
(14) AAEA country members to introduce three (3) potential
members of the AAEA, the National Electoral Commission (NEC)
of Korea, the Independent Election Commission (IEC) of
Afghanistan and the Election
Committee
of Bhutan. The ballot paper for admission for the
three countries’ membership applications will be sent with
the email. Once the ballots are received, the
Secretariat will do the vote counting and then announce the
result to member countries. Receiving more than eight
countries responding with YES, the applicant will be defined
as a quasi-member. The modification of its membership
will be ratified in the 2008 General Assembly.
Adjournment
There being no new business, the board
meeting was adjourned at 12:00.
