DESCRIPTION

The Central Election Commission (CEC), a permanent organization designed specially to be in charge of election-related affairs, is responsible for overseeing national and local elections. The CEC-charged election commissions set up at the level of special municipality, county and city are responsible for administering elections at each respective level.

To guarantee impartiality in elections, all commissions are operated in the form of a collegiate system. According to the Organizational Act of the Central Election Commission enacted in July 2008, the commission is headed by a chairperson, vice chairperson and consists of 9 commissioners who, after nomination by the Premier and ratification by the parliament.  Members serve a term of four years, and five of them are renewed every two years.  Individuals from any single political party shall not constitute more than one-third of the commission. In local commissions, the number cannot exceed half.

PRIMARY RESPONSIBILITIES Discharging powers and functions relating to elections and Referenda. Taiwan has nine election categories. The two elections at the central government level are the President – Vice President Election and Legislators Election. The seven elections at the local level are for Municipal Mayors, Municipal Councilmen, County Magistrates (City Mayors ), County (City) Councilmen, Township Chiefs, Township Councilmen, and Village Heads.
