DESCRIPTION	17th amendment to the Constitution was passed and certified on October 3rd 2001. This amendment has provided for creation of five member election commission. Up to date it is not in place. Therefore Until it is constituted the person holding the office of the commissioner of elections immediately prior to the commencement of the act exercises and performs the powers and functions of the commission, until Election Commission is constituted in terms of Article 103-side section 27/2 of the Amended Act.
PRIMARY RESPONSIBILITIES	Discharging powers and functions relating to elections to the office of the President, Members of Parliament, Provisional Councils, Local Authorities, and Referenda.
